Project Description:

Overview

SaskTel has initiated a process for the divestiture of LoadTrak™, its Automated Vehicle Location and Lone Worker applications. The services currently operate in the Canadian and American markets using the cellular 1X and satellite technologies. The assets for sale include the existing retail customer base, the underlying computer and communication infrastructure that can be isolated to these services and the intellectual property SaskTel developed for the Panic Alert service.

The purchaser would be expected to maintain, support and operate LoadTrak services and hardware for the existing customer base for the length of current contracts, with the intent of continuing the same service or migrating customers to a similar service.

Background

LoadTrak provides services to customers who have lone workers, workers in vehicles, fleet administrators/dispatchers, and safety personnel. The services are positioned to the customer based on the different handheld devices and network configurations (satellite and 1X). All LoadTrak applications and servers are currently hosted in SaskTel’s world class data centres.

The LoadTrak application offers GPS vehicle tracking solutions with mapping, and reporting functions through an end-to-end hosted service. The LoadTrak application web site provides secure access to all fleet information to maximize productivity, reduce costs, enable remote communication with the vehicle, and enhance customer service.

LoadTrak’s lone worker solution, Panic Alert, is a feature that enables drivers to notify their company in an emergency situation. Panic Alert is activated when the user presses a button on the pendant, or “man down” functionality is activated when a worker is immobile, indicating a lone worker incident. The signal is relayed to a receiver in the driver’s vehicle where the data is then transmitted over the satellite (MSAT) or 1X network to LoadTrak’s servers. The alert is then communicated to a contracted vendor’s 24 hour monitoring centre where an operator is on duty to contact the driver’s company and indicate the precise location of the driver. An email message may also be sent to the company’s emergency response personnel containing details on the lone worker incident.

Confidential information, including the schematic drawings and descriptions of the technology used to deliver the LoadTrak™LoadTrak service, as well as summary financial and asset information will be available by request to the SaskTel personnel listed in this Solicitation for Offers (SFO). Parties that request access to the Confidential information will have to meet certain standards in terms of their financial and technical capacity to maintain the service and their track record in this or similar technology related industries. Applicants are invited to provide the requisite information detailing their history in this or a related field and their physical and technological capacity to maintain the service to the existing customer base.

Interested parties will also be required to execute and deliver two copies of the SaskTel Confidentiality Agreement to SaskTel. 1. Mirror the Training environment to the Production Environment. This includes the export of all production users, templates, access levels, roles, workflow rules, KSM rules, search index, Knowledge Map synonyms, catalogues, stopwords, XLM dictionary regions, images and documents from the Production environment and upload this content into the Training environment. Update SaskTel’s processes.
2. Permanently remove deleted articles. Provide a process to assure that after the "Delete" function is selected within a document, the document contents and search index are permanently removed.
3. Provide a backup of spidered documents and remove the spidering capabilities that are currently in the production environment, confirming that the documents are no longer being spidered and displayed.

Must have expertise in Knova Suite version 6.6. Must have expertise in the architecture, data modeling and knowledge structure of the implementation of the solution at SaskTel.
