SaskTel has wholesale solutions providing you with interconnection to a world class network through Co-location, Local Interconnection, Unbundled Emergency 911, Unbundled Local Loops, Unbundled Message Relay service, and Interconnecting Circuits for IXCs.

Co-location

SaskTel Co-location is an arrangement that provides Interconnecting Carriers (ICs) with access to and use of SaskTel?s central office building space, associated power, and environmental conditioning to:

  • Locate IC transmission equipment and fibre facilities from a point outside of SaskTel's central office to an identified Point of Termination/Demarcation inside the central office, for the purpose of interconnecting with SaskTel network facilities or accessing SaskTel unbundled-network-components.

Co-location provides the IC with:

  • A license to use SaskTel conduit and riser space to place the IC's fibre optic cable from a point outside the central office, into the central office vault and from the vault to the IC's transmission equipment in the central office;
  • A license to use central office floor space to place the IC's transmission equipment that will interconnect with SaskTel services;
  • Appropriate electrical power and environmental conditioning to operate the IC's transmission equipment.

Local Interconnection

SaskTel Local Interconnection allows a Competitive Local Exchange Carrier (CLEC) to:

  • Interconnect its local services and facilities to SaskTel services and facilities.
  • Provide local exchange telephone services.
  • Provide service to customers which incorporate interconnection to SaskTel's Public Switched Telephone Network (PSTN).
  • Utilize an efficient means of interconnecting to the Incumbent Local Exchange Carrier (ILEC).
  • Have the means to provide seamless customer acquisitions.

Unbundled Emergency 911 (E911)

SaskTel Unbundled E911 Service allows a Competitive Local Exchange Carrier (CLEC) to offer its Saskatchewan end-customers access to SaskTel's Provincial Enhanced 911 Service. Key features include:

  • Use of the universally-recognized three-digit (9-1-1) telephone access to emergency services.
  • A Public Safety Answering Point (PSAP) call-taker with the following information for all 9-1-1 calls:
    • the telephone number of the phone used to dial 9-1-1;
    • the name and address origin of the call; and
    • the emergency response agency identification for police, fire and emergency dispatch.
  • The routing of all emergency calls and customer data to the appropriate PSAP and subsequent transfer of call to the appropriate emergency service provider.
  • The PSAP with the ability to hold on to an emergency call, call or ring back the CLEC's end-customer.

Unbundled Local Loops

SaskTel Unbundled Local Loops provide:

  • Single pair communication paths with the bandwidth to carry telephone speech or its equivalent.
  • Cost savings and ease of providing service, as there is no need to build a network, since service providers may ?construct? their own networks through a combination of leased and owned facilities.

Unbundled Message Relay Service

SaskTel Unbundled Message Relay Service (MRS) provides:

  • A Competitive Local Exchange Carrier (CLEC) the ability to offer its Saskatchewan end-customers access to SaskTel's MRS Operators.
  • End-customers who are Deaf and hard of hearing with access to various telephone services.

Interconnecting Circuits for IXC's

SaskTel provides Trunk Side and Line Side Accesses to Interexchange Carriers (IXCs) to enable competitive toll services. Interconnecting Circuits for IXCs service includes:

  • Trunk-Side Arrangements- Access Tandem Connection to which the end offices of the IXC and SaskTel are connected at the toll switch in order to originate or terminate toll. Direct Connection allows the IXC to connect directly to SaskTel's local (host) and toll switches, which allows originating and terminating traffic to reach the host and it's remotes.
  • Line-Side Access- is used by IXCs to interconnect with SaskTel's local network for both call originating and terminating capability. Allows the IXC to connect directly to SaskTel's local (host) switches for termination of the IXC's traffic within the local exchange.
  • Overflow Routing- refers to a service which is available when an IXC has Direct Connection to SaskTel's serving switch. With this service, any traffic which is blocked from using the Direct Connection is rerouted to the IXC's Access Tandem Connection.
  • Standby Circuit- is an interconnection circuit with line or trunk-side access which has been activated but rendered incapable, by SaskTel, of carrying traffic.
  • Network Routing Service- provides changes to existing network translations allowing Interexchange Carriers (IXCs) the ability to provide their own Operator Services to their Primary Interexchange Carrier (PICed) customers and to implement Carrier Identification Code (CIC) codes for IXCs upon request.
