SaskTel offers wholesale voice solutions including Basic Listing Interchange File, Directory File service, local access, maps, and billing and collections.

Basic Listing Interchange File (BLIF)

SaskTel Basic Listing Interchange File (BLIF) service provides:

  • A machine-readable file containing non-confidential subscriber listing information (Listings) for SaskTel's subscribers listed, and intended to be listed, in SaskTel's directories and directory assistance databases.
  • The ability for Local Exchange Carriers (LEC?s) to offer telephone directories and directory assistance services.
  • The ability for Alternate Operator Service Providers (AOSP?s) to offer directory assistance.
  • The ability for Independent Telephone Directory Publishers to compile, produce, publish, and distribute independent telephone directories.

Directory File Service (DFS)

SaskTel Directory File Service (DFS) provides:

  • A machine-readable file, on an exchange-level or on an NXX basis, containing non-confidential basic listing information on the customers who are listed, or intended to be listed, in SaskTel's directories.
  • Customization or reconfiguration by listing indicator and/or partial NXX. Customers can order DFS update files, which are available on a monthly basis.
  • The ability for Local Exchange Carriers (LEC's), Wireless Service Providers (WSP?s), Alternate Operator Service Providers (AOSP's) and Inter-exchange Carriers (IXC?s) to offer directory assistance services.
  • The ability for Independent Telephone Directory Publishers to compile, produce, publish, and distribute independent telephone directories.

Local Access

Resale of SaskTel Local Service is available to all registered Resellers within SaskTel Territory. Local Access is sold through the Resale and Sharing Tariff, and it provides Resellers:

  • Access to certain SaskTel telecommunications services at existing tariffed rates, who in turn provide service to their end customers.
  • A means to provide services to end customers without investing significant capital to build a physical network.
  • Full discretion on setting a mark-up on any service resold to their end customers.

Maps

  • SaskTel will provide registered Competitive Local Exchange Carriers (CLEC?s) and Digital Subscriber Loop Service Providers (DSLSP?s) with network planning information regarding the location of wire centres for the purpose of enabling CLEC?s/DSLSP?s to conduct their network planning activities in Saskatchewan.

Billing and Collections

SaskTel will provide Billing and Collection (B&C) for eligible message toll service calls, as defined in SaskTel's Billing and Collection Services Agreement. Calls are completed over the SP network, at the rates specified in their tariff. Billing and Collection Services include:

  • Preparation and rendering of bills for charges, for eligible calls made by customers of the SP who are also customers of SaskTel, purchased by SaskTel from the SP.
  • Collection of payments for charges (including appropriate taxes which will be remitted by the SP to the appropriate governments), associated with eligible calls made by customers of the SP.
  • Answering of customer questions (excluding questions about the details of the SP's services, rates, rate structures etc.), regarding charges billed by SaskTel for eligible calls provided by the SP.
  • Application of credits and adjustments to customer accounts, in accordance with Billing and Collection Service procedures which are provided to the SP from time to time by SaskTel.
